BID Renewal 2023 – 2028
From January to February 2023, Wood Green BID will be holding a ballot for all businesses within the Town Centre who are eligible to vote to renew Wood Green BID for a second Term.
As part of the Business Improvement District process, we are required every five years to consult with the Businesses within our area and with any businesses within any proposed new areas to seek a new five year term for the BID.
As part of this, every eligible business will have the opportunity to have their say via surveys, one to one meetings and drop ins to put over their views. The BID will then produce a new Business Plan and in early 2023, will hold a ballot for all those with voting rights to cast their vote.
A new steering group is being created to make desicions about Wood Green BID renewal which, if you would like to participate, we would more than welcome your support. For further information, please contact the BID office at admin@woodgreenbid.co.uk.
If successful, the new BID term in Wood Green will start in July 2023.

What is a Business Improvement District (BID)?
Business Improvement Districts (BID’s) are not-for-profit partnerships in which local businesses have chosen to invest together to improve their local area. There are now around 70 BID’s in London and over 350 across the UK. A BID is established through a democratic ballot process in which businesses in the defined geographic area vote in response to a proposal. All services provided by a BID are additional to those delivered by the statutory authorities.
Who gets the Ballot Papers?
The Ballot Papers will be sent to the rate payer as registered by the Local Authority (Haringey Council) unless your business has requested it to be sent somewhere else. Ballot Papers are only sent to eligible businesses which is those within the defined area and have a Rateable Value of £15,000 or above.
How is the BID managed and Governed?
If the BID Ballot is successful, it is then managed and operated by a BID company, a not-for-profit business run by and for its members, and is funded through the BID Levy to delivery a whole range of activities as put forward within the Business Plan.
A Board of Directors who represent a cross-section of businesses within the Defined area of the BID will be established and convened regular. Thematic groups will also be formed, inviting business to come together to share ideas and help frame a programming of delivery for the five years ahead.
Responsibility for assigned budgets will be delegated to these groups to allocate where the funding spend is most beneficial.
How do I return my Ballot Paper?
There are two ways of returning a ballot paper. First is use the self addressed envelope that came with the Ballot Paper and post it. Secondly, you can drop off your ballot paper (in the envelope), at the Ballot Box which is located at reception at Alexandra House, Station Road.
How does a BID Ballot work?
A BID can only be established after a successful ballot vote of eligible businesses. In January 2023 all eligible businesses within the BID boundary, with a rateable value of £15,000 and above will receive a ballot paper in the post. Ballot papers must be returned within a month by Thursday 23rd February 2023.
The Ballot must pas on two counts: a simple majority of those voting must be in favour and their votes must represent more than 50% of the total rateable value of the properties that vote. Â
How is the BID Levy Collected?
The BID Levy is collected on an annual basis. BID’s commission the local authority to collect their levy on their behalf as a separate bill, The levy is amended on annual basis in line with inflation.
What area does Wood Green BID Cover?

I did not receive a Ballot Paper. What do I do?
If you have not received a Ballot Paper and you are the registered rate Payer for a property which is eligible, please inform Electoral Services immediately by Clicking Here (opens Email client). We only have a very short window of time to complete any amendments.Â
The Ballot Paper has gone to the wrong person within my Organisation, how can this be changed?
If the Ballot Paper has been sent but it needs to be completed to someone else rather than the person it has been sent too, you MUST COMPLETE a PROXY Form (Click here to Download) and email it to the address shown on the form. Â
Who administers the Ballot?
The BID Ballot is administered by Haringey Council returning Officer and their electoral staff. It is arranged in line with rules set out in the BID Regulations (2004) as approved by Parliament.
How long does a BID last?
If successful, Wood Green BID will run for a five-year term until June 2028. BID legislation requires all BID’s to return to the electorate for renewal every five years. The more established BID’s in the UK are currently in their 4/5th Term.
What financial contribution will levy payers make?
All businesses in the defined area with a rateable value on their premises of £15,000 and above will contribute an annual levy which is calculated at 1.25% of their rateable value as of September 2022. Registered charities (except charity shops) will receive 80% relief on their levy payments. Businesses with units within The Mall Shopping Centre who do not have direct access to the High Road will receive a 50% reduction on their levy payments.Â
Over the next five years, Wood Green BID will secure at least £1.6 million of investment into the local area through the levy. It will act as a catalyst for further investment by leveraging extra funding through partnerships and grants, furthering the impact of the levy.
If I vote "No" or don't submit my Ballot Paper, do I still have to pay the levy?
If Wood Green BID are successful in the forthcoming Ballot, then ALL eligible businesses as per the defined area and with a rateable value of £15,000 and over will be required to pay the levy.
I paid the levy before, why haven't I received a ballot paper this time?
The only situation where this would be the case is if your rateable value is under £15,000. Under the original 2018 ballot, the value used to be £12,000.
What happens if the BID does not renew?
If Wood Green BID does not receive your support to continue and enhance the projects and developments it has already invested in, the BID will complete its current period and phase out all of its activities. The BID Board will determine a completion date and the company will cease trading. Below is a summary of a list of delivery which will disappear from Wood Green without the BID in place.
