All Business Improvement District’s within the United Kingdom are formed within the Governance and Regulations set by the Government. These regulations give strict rules on how a BID can operate and what it can invest in.

To support this, as part of the setting up a BID, a Baseline and operating agreement is created between the Business Improvement District and the Local Authority which is in place for the duration of the term.
